Represented homebuilders and developers on Brownfields liability protection, construction defect reform, homebuyer tax credits and land use issues, including SB 375 (Steinberg) Sustainable Communities and Climate Protection Act, SB 800 (Burton) Right to Repair Act and SB 820 (Montanez) The California Land Reuse and Revitalization Act of 2004. Represents homebuilders and developers on regional and state permitting issues including climate issues such as sea level rise.
Recognized leader on water policy issues; one of the lead negotiators of the 2009 Delta Reform Act and numerous Water and Resource Bond measures. Advocates on behalf of water agencies and business organizations on water supply, water quality and related issues
Represents energy clients, including municipal utilities and renewable energy developers on legislative issues, permitting issues, regulatory policies, and public funding
Obtains grant funding for clients for water supply projects, infill infrastructure needs, transit-oriented development and transportation projects
Represents the gaming industry on various legislative and regulatory issues and leads legislative coalitions on gaming legislation impacting the card club industry
Lobbies regulatory agencies on complex energy, natural resources and environmental regulatory issues, including the California Environmental Protection Agency, Resources Agency, the State Water Resources Control Board, Air Resources Board, Department of Fish and Wildlife, Coastal Commission, Department of Water Resources and others

Served as General Counsel to Lieutenant Governor Leo McCarthy and served as alternate on the State Lands Commission where he was one of the architects of California’s Oil Spill Prevention and Response Act
